Why will system NOT switch off?

My daughter has been running her computer on windows 98SE and the system has been switching off automatically when coming out of windows.
I have just purchased and installed Windows XP
(upgrade) for her, and installed it in her computer. Although upgrading and everything included went like clockwork, I now find that when coming out of Windows XP, the system does not switch off automatically, but the Windows XP page remains on the monitor, advising you that it is safe to turn the computer off. As I have not tampered with motherboard or bios etc., why did the system switch off when running Win98SE, but will not switch off when running Windows XP.
Any ideas please. Many thanks for any help given.

1. Click Start, and then click Control Panel.
2. In Control Panel, click Performance and Maintenance, and then click Power Options.
3. Click the APM tab.
4. Check to select the Enable Advanced Power Management Support check box, and then click OK.
