Why I have not the most of my RAM expansion ?

Hello experts !

I have a DELL Precision 370 PC with two Hard Drives of 500 GB and 4 GB of RAM, I have attached 4 21" CRT Monitors (with additional graphic cards). Microsoft Windows XP Professional Version 2002, Service Pack 3.

This DELL model accepts up to 4 GB of RAM, but when the technician came to install the RAM expansion I just see 2.75 GB of RAM. I know he installed 4 GB of RAM so why my system does not accept it completely ?
