Why I have fps drops or spikes when I'm playing games?

Hi, I have issues with my desktop pc. When I play games like (League of Legends; CS:GO and others...) i have fps drops or spikes. My CPU and GPU usage are sometimes very high, CPU temperature sometimes is 50-60°C or even ~73°C, GPU temperature is ~60°C. About 6 month ago I didn't have this problem and now I just can't normally play a game, I need to lower the graphics and still sometimes this doesn't help. So if someone know how to solve this problem or have some ideas, please write me back, I will be very thankful.

My PC:

OS - Windows 8.1 64-bit CPU - Intel Core i5-4590 3.30GHz GPU - 3 GB NVIDIA GeForce GTX 660 RAM - 8,00GB DDR3 1600MHz Storage - 1TB Toshiba DT01ACA100
