Why an EULA now?

I have been using the software on my computer for at least four years and now all of a sudden a box has started to jump up when I open a new word document.
It states,
"You must accept the End User License Agreement" etc Underneath they say, "END-USER LICENCE AGREEMENT FOR MICROSOFT (R) SOFTWARE (NON-OPERATING SYSTEM)

Can anyone say what this is because it worries me that it may just be a scam.

That happened to me when I first used Word after the last update KB956464. It hasn't happened since.
