why doesnt vista remember folder view mode?

I have "remember each folders view settings" ticked and my documents folder set as 'large icons', but after a restart, the same folder usually shows as a list. I have just noticed its the same with the control panel and the games library folders (I want games library to show as a list, it always shows as icons after a reboot). Perhaps the other two are not necessarily thought of in windows as normal folders, but is there a fix for the vista to remember 'my documents' view mode?
