Looking on the net there are many free Fax programs for download. However has anybody found one which stands out above the rest.
I am looking for one which is easy to set up and format, and will work with Open Office (I don't have Word). My OS is XP home.

"My OS is XP home"

Have you tried XP's built-in fax program?

Windows has always had a first class fax utility built-in, as Jackcoms mentions (go to Add/Remove Programs>Add/Remove Windows Components to install it).

In fact Windows Messaging, from early 9x days, was based on the Outlook Express layout and therefore remarkably easy to use.

But remember that you need a dial-up modem to send and receive faxes - it can't be done using broadband unless you use an e-mail to fax/fax to e-mail service.
