What's the best way to spring clean ?

l am using XP, l have two separate drives, a 40 gb C and a 20 gb D, l assume the o/s is on C as it came pre-insalled. What is the easiest way to clean up the system as after about 15 months l have downloaded and installed quite a lot of rubbish that l wish l had'nt, and the old girl is taking nearly two minutes to boot and is also running a bit sluggish, is it best to re-install the o/s from scratch then install only the progs l need, or is there an easier way? Like copy C to D,format and re-install the o/s on c, then pick what l want from d and copy it to c then format d, as you can probably tell l've never attempted anything like this before. Many thanks in advance.
