What is the covering on the "thing"?

It looks like a magnetic stirrer bar which would be placed in a container of liquid and rotated by the application of a rotating magnetic field either from a motor or an set of electronically controlled coils. If it is, the covering will be PTFE or glass.

Very common in laboratories.

Value? a few pence to a pound.

It is a hard metallic coating, or it is metal itself.
