weird vista scrolling problem

a friend has a problem with vista where on his laptop he goes to scroll a window say in explorer and this little icon pops up and the page scrolls way too fast.

asked him already to check and it isnt virtual scrolling, hes checked mouse settings cant see anything there...

so any idea what else could be doing that? the scroll area on touchpad also playing up so im guessing prob connected.

Is it a 4 headed arrow inside a circle? it will be the scroll function has been set so needs to unset it. I've not got a touchpad, but it is the same function as on a mouse when you press the scroll wheel down, to release it you press scroll wheel again. (hope you can work out what to do to touchpad now)
