Weird Second Gibberish-y IP

As the title said...I have a strange secondary IP popping up in ipconfig...it seems to be forbidding me from hosting any servers of any kind, and is generally making me quite unhappy. Every time I attempt to host a server (Freelancer, of note), that lil' bugger pops up as my IP instead of my actual IP. I've eliminated my wireless adapter as a source of the problem; I don't even think it's the router (crappy Belkin Standard G though it is), but for the life of me, I canNOT get it to go away.
