Weird noise from inside PC tower

Maybe once a day that I notice, my PC will make a click noise from inside the tower and everything will freeze for 1 second, then it will make a whine like a camera flash going off, then click again and everythings running fine again. Sounds a bit like the degauss function on a monitor.
Does anyone know what this could be and how to stop it doing this?
My PC runs fine otherwise.

Hard-drive or fan possibly. Check your hard-drive manufacturers website, they may have a diagnostics download for checking the drive. Open case and check the fan(s), old age dust can clog the impeller.

Then again, when you say like a flash going off, this could be a possible component in the mobo area failure, in the making.

I've checked the drive, which is fine.
It does sound like a fan switching off and on. Is there anyway of finding out and controlling the fans?
