Web Page Background colour not displaying

Here's a web page which has "bg=#ffffcc" (Light yellow) in the Head HTML code click here

The colour displays correctly on my desktop computer but not on the laptop which only displays a white background colour.

The laptop is running Vista Home Premium. Any ideas what is causing this and how to correct will be appreciated

Looks light yellow to me. Is it not possible the laptop's graphics and screen are not able to express the subtlety of the presumably web friendly colour? Are there any diiferences in the accesabily, graphics or browser setttings between the two computers?
