WEB address translation

Few days ago I saw an article in PC Advisor forum or other sections of it about translating web address to numbers i.e. 192.168... from the actual address i.e. www.... .
This is supposed to guarantee that web pages will most of the times available rather than the message 'this page cannot be displayed'

I can't find that article so please anybody has seen it ,let me know.

If you "ping" a URL, it will show you the IP address. For example, ping click here and it will show the address which you can enter directly into your web browser.

the problem is with domain name resolution by typing the ip address of the url you are bypassing the domain name server

When you type a URL into your web browser, a DNS server (normally your ISP's) converts that to the site's IP address which you then access.

If you know the IP address, it can be typed directly into your browser. There is no security risk in doing so, but it is unclear what you are trying to achieve.
