Volume Problem When Playing Music

Everytime I boot up my PC and try to play music there is no sound. I have to go into 'Sounds and Audio Devices' and manually turn up the volume of 'Wave' in my M-Audio Delta sound card to hear music. What I don't understand is why the 'Wave' sound is turned off in the first place? Why do I have to keep adjusting the volume everytime I boot up my PC?

Also; I have noticed a dip in volume sometimes when playing music - then it shoots up again. Sometimes music can only be heard from one channel - then switches to stereo again!
