VOIP Telephone Adaptor - what do I need?

I am thinking of buying a USB VOIP Telephone Adaptor so that I can receive VOIP calls via a normal landline phone.

My question is do these Adaptors work with ANY voip service or do I have to use Skype? The two adaptors I have seen advertised are USB TelBox and the Yamamoto EasyBlue.

Skype seems to be limited to Windows 2000 / XP. Are there any other FREE voip services which work on earlier operating systems?

The USB Telbox appears to be slightly cheaper but every advert I have seen states Windows 2000 / XP is needed (doesn't state whether system compatibility relates to Skype only - supposed to work with other voip services as well).

The Yamamoto EasyBlue doesn't state on its website what operating system is required but the person selling it says it will work on earlier Windows versions (doesn't state any particular software).
