ViStart run-time error '9'

i'm trying to use the program Vistart in Windows XP, which gives the XP start menu a complete effect of the vista start menu. I can use it in the administrator account, but limited accounts it fails to start, giving a message to replace:

Run-time error '9':

subscript outof range


I tried run as, but it still gets the same error. ViOrb, which gives the 3D start orb works perfectly.

I've tried giving full permission to everyone in its program folder and to all child objects etc, still not working in limited, the program has no registry key (registry folder) of its own. But i wonder if it may need permission to some registry keys in HKLM or something.

Can any one help?
