vista laptop seizes up configuring updates

My HP Vista laptop was working perfectly until it flagged up that it was 'Configuring updates (Stage 3 of 3) 0% complete - Do not turn off your computer'. If I take no action, it eventually reboots, but simply returns to the above message. I've tried to use Safe Mode in the hope that I'd have access to System Restore, but this doesn't work, although I can bring up the Advanced Boot Options list using F8. I've run out of ideas. Can anyone help, please?

Can you get into cmd in safe mode.

If you can get into CMD just type in rstrui.exe and that should take you into system restore.
