Is this a virus?

A strange thing has happened to my system. My flatmate and I share a router and we both have an unusual warning box appear after boot up. (grey box with red cross) - saying this:

"system dll user32.dll was relocated in memory. c:\windows\system32\HHCTRC.OCX Occupied an address range reserved for windows system dlls. The vendor supplying the dll should be contacted."

I don't understand dlls. But why has this happened on both our PC's at the same time. Is it router thing then, as we are not networked together any other way?
