Viewing files in "Local Setings" folder

I've been spending some time clearing out old and useless files from my hard drive, and I've come across a whole bunch of files that are stored under various folders in my C Drive, Documents and Settings, then under my name then under a folder called "Local Settings"

No matter what I do I can't locate this folder to delete the files - is it a 'virtual' folder that only the system has access to, or can I get at the files another way?

It's a hidden/system folder. You can see it if you change the folder view propertis to show hidden and system files.

In Explorer - Tools - Folder Options - View and pot blobs in the relevant places.
