Viewing Files in Applications (Windows Vista)

Something which has been increasingly annoying me over the years, - if I want to open up a file in an application when using Windows Vista (say, in Dreamweaver) the file view list presented varies every time. I would LIKE the file view to be in "List", but am offered "Large Icons", "Details" or whatever.

Setting the file view options in Windows Explorer works fine in Windows Explorer, but NOT in the applications that I use. Is this quirk of Windows Vista, or am I being thick once again?
