I dont even know if this is possible but...

Is there any software out there of video editing which allows me to edit frame by frame, such as taking something off that frame, or adding something?

Does anyone know of such a product?

Yes there is but you probably won't like the price tag. Adobe After Effects is the pro way to do this.
Another way is to export a short piece of video from Adobe Premiere as a .flc file which is a filmstrip format. This can be worked on frame by frame in Adobe Photoshop and re-imported to Premiere to finish off the edit.
