Video clips on web site - which file type?

I want to put links to short (10-20 secs) video clips onto my website. Nothing out of the ordinary - just so the user clicks on the link, an application fires up, downloads the clip and then plays it. What file type/application should I use so that almost everyone can see it, regardless of Mac/PC, OS, dial-up or broadband?

First does the host of your web site allow you to stream video? my one charges a fortune to stream or have video on the web site. A good program to make video small enough to put on a web site for narrowband would be Pinnacle Studio, but they are not always great in condensed form. For streaming there is Real Video or WMA with a viewing picture of 360x288 Nero will also make them small enough but it's if your host allows it that matters. I would check with them first.
