Video to CD

Could anyone tell me how to transfer VHS video to CD. I have a graphics card with TV out but have heard I need a TV in. I am running XP Home so hoped to use Movie Maker some how.

I have just started out transfering my videos to cd.I brought Averdvd ezmaker usb 2.0 which i connected to my vid via a scart lead,it is very simple to use and works ok with winxp provide you are using USB 2.0 connections.

What is stopping you connecting the video to the Arial socket on the card?

Thanks for all that info folks. I connected the video to the TV out arial socket on the card but had no luck picking anything up on the computer using Movie Maker. I'll have to buy a Capture card as sicknote suggested. Hey sicknote, do you get instructions with the card telling you all the steps needed to transfer video?
