Video capture card & output quality? Advice please

I currently have a (low end) video capture card and am wanting to transfer a lot of my home video footage of my kids onto dvd format, I have multi format video footage.
Having transferred some over very recently the highest output resolution I can get appears to be 720x500 approx.
This the output resolution limited by the quality of the input or is the restricted to the ability of the card itself?
Can the video output (i.e xfer onto DVD) quality be improved by using a better card? and if so what would you recommend.
My card only cost £18 and i'm looking to upgrade (unless of course it makes a minute or no difference at all).
