Very Slow Transfer and Download Speeds

Does anyone have any idea why my file transfers, via USB 2.0, from my pc to a Maxtor external drive
start out at around 400mb/min and then slow down to only a few mb/min?

The same occurs with some downloads from the web (I'm on broadband and that is working fine - Incoming: 1152 kbps and outgoing 288kbps) with downloads rapidly slowing to around 5bps!

I'm running W98se on a 2.66mhz cpu.

I think the clue here is W98.. Try up grading and make sure your Motherboard can take USB 2

Normally no problem with USB 2.0. In fact I get the same problem with Firewire and web surfing is really slow as well.

I think the problem lies with either a "tired" installation of W98SE, minimal RAM, or little available working space on the internal HD.

Your basic configuratition is fine for Web purposes and proved adequate by the fact that everything is OK for a while.

Is it possible that you have an induced overload somewhere with memory hugging programs in the background (too many frills or conflicting anti-malware stuff)?
