I have complained to my ISP (Tiscali) that I was only getting 0.5Mbps up to about 1.5Mbps when previously I was able to get about 3.5Mbps, they have tested the line and asked me to carry out various tests including the msconfig routine and they managed to get the speed up to 3.5Mbps but the advisor said that the line should support 4.0Mbps and they would asked an engineer to look into the exchange etc. I told the advisor when she came back to me a few days later to close the fault as I was happy with up to 3.5Mbps. and did not wish to have an engineer call at my home.
Yesterday and today I was able to get 3.5 Mbps approx at the start of a session but after about 3 hours of the Router being on line the speed dropped to about 0.25Mps download but after switching off the router and then switching the power back on the speed was as follows:-

Had - still having - a similar problem with Tiscali / Pipex. They blame everyone but themselves. They finally admitted it was due to too many people sharing my "pipeline" (like trying to fill 50 baths with one tap, and are taking 15 days to do some wiring at the local exchange. I was getting 6Mbps in Aug, then down to 1 recently
With A Line Attenuation of 50.0 db you be seeing about 6meg I think Tiscali are taking the Mickey here.
When did you last Check your wireing?
There Maybe better ISP's than Tiscali what exchange are you connected at?

I last tested at the Test Socket in the NTE5 master skt about 2 weeks ago.
I also changed the filer
I have a BT iplate fitted (about 6 month ago) and this did improve the speed I did at times get 4Mbps.

I still think Tiscali are ripping you off.
I suggest giving 02 a try they have LLU in your exchange and proved very popular with UK Support.
Your story is the same as mine - I used the test socket for a couple of days, and was escalated on phoning Pipex / Tiscali from normal support, then to level two, then level 3, who admitted there were now too many customers sharing local the "pipe". Eventually I had a call from a UK based engineer (yes - really) who said it will take about 15 days to fix. I suspect this is due to the amalgamation of Pipex and Tiscali and too many people in some areas sharing bandwidth. I only stay because of the bother of changing e Mail addresses, and at least They seem to have solved my spam problem. As I want a one month rolling contract I am considering ADSL24 and Zen as alternatives.

That is how many surfers are at it at the same time in your locality with the same ISP- remember TalkTalk is many ISP's rolled into one.

Try surfing in the wee small hours.
I think its the ISP switching thats the Problem as after some time I have to reboot my router to get speed back. It may be that they have been upgrading the system somewhere. Just needs a reboot if it drops
