Using single click on desktop

With Windows 98se I was able to change the desktop to act like a web page with only a single click to open a program but this does not seem to be available in Windows XP. Is this still available but I am not looking in the right place.

Sorry, don't know about xp.

If you have a flashy four/five button mouse you can probably set one button to be double click.
