I'm not sure about professional but in xp home you right click on the folder then select properties/customise/choose picture. scroll to where the photo is and apply it

Yes, same in Pro but it does not work. The picture appears to be accepted but does not appear on the folder. I am wondering if I need to change format and/or size?

Change your folder view to thumbnails.

If you mean the folders where the pictures are, these are already in thumbnail.

No, say the folder you wish to add a photo to is in my documents then change the folder view in my docs to thumbnails.
