I once created a desktop icon by using a jpg I had created, but have forgotten how to do it. I can't find the process at all.

How do I change blob.jpg to blob.ico so that it open up a file from my desktop.

I know I have done it before somehow, but how?

Right-click on the desktop icon, then on Properties, then on Change Icon ....

NB - not all desktop icons have the Change Icon option.

Irfanview. Open the jpeg and save as .ico.

select options - then 'Set as wallpaper' -
then either centered, tiled, stretched etc.
