User logoff timer for use on multiple PC's

I help run an Internet Suite with 30 workstations and a windows server (2012). User accounts are created (not roaming) and they can log on to any of the workstations at any time. We monitor what they are viewing with Impero.

We would like a simple script/code/program which would limit a user to 50 minutes a day (used on any PC and at random times) they can use their time 20 minutes in the morning and the rest later on that day.

We have looked at free cybercafé software but it creates a "ticket" which can be used on any account (we need to monitor each account) as Impero logs activity on the server.
