User Authentication

I am using MAcromedia Dreamweaver 2003, to build my website click here. However, I would like a member area, to provide different priveledges. However I am currently doing my site in PHP format, and could not find a User Authentication tab, however I can if it is in HTML format.
Can Dreamweaver users, tell me how I can acces the User Authentication program, I have designed my database, and is fully working apart from people able to use the same username.
