USB while computer is on

Is it wise to connect a peripheral via USB, if it is known or new to the computer?

By the way, my OS is XP. Does that make a difference?

If the device is already installed (known to the pc) you should have no problem. If the device is new Windows may ask you to install drivers but it should still be no problem. The usb standard is designed to allow you to connect and disconnect devices while Windows is running and Windows XP offers the best usb support.
