No - these run off a USB header from your mobo.

It's a new mobo or cheaper you can buy a USB2 PCI card

Some USB2 cards have a header on the card.

If your header on your motherboard is USB 2.0 and the reason you're only getting USB 1 is that the front ports on the case are USB 1 then you can do something about. If you look in your motherboard manual or look on the motherboard manufacturers website it will tell you somewhere whether the headers on the motherboard are USB 2.0 or not, if they are you can buy an internal 3.5" or 5.25" hub which will fit in your case (assuming you have a drive bay free, have seen them just can't find one just now. Alternatively you could buy this click here this one fits in a 3.5" drive bay but they also have one that fits in a 5.25" drive bay for a pound more, this one works by connecting through your computer and out the back and plugs in to one of your existing rear ports instead of connecting to the motherboard directly. Advantage of this is its easy to fit, you don't have to fiddle with the front ports you already have, disadvantage is you lose one rear port as this takes one of the connectors.
