USB storage devices unpredictable.

I use a USB card reader and a USB memory drive, both of which are USB 2.

Until recently, whenever they were inserted into the USB slot an arrow icon appeared in the taskbar which would allow me to close the USB device before removing it(otherwise windows gave a warning about not removing the device in case of data loss).

I have since had to reload the USB drivers and now this arrow icon only appears now and again. If it appears and I remove the device without closing it first the same warning comes up as before. But if it doesn't appear I can remove the device with no warning and, it would seem, no damage or loss of data.

Anybody know why this icon now only appears occasionally and will it damage the drive when it's removed without closing?

Incidentally, I'm using Win ME and prior to reloading the USB drivers it never happened.
