usb not working

i have had a new ASRock P4VM890 motherboard fitted along with a new graphics card but although when plugging in usb devices they show power the computer does not recogise that there is anything there Xp does show that the usb's are present but not any device that i plug in
the fitter has tried another hard drive with windows 98 and repairing my xp copy allso ive had the power source changed but all showing the same fault and im not able to use USB

Take/send the new board back to where you got it from and demand a replacement

Just before you return the mobo it might be worth checking that usb is enabled in bios.?

Also if you can access device manager,uninstall everything under usb and check the usb ports with a usb device.Though i would think either a faulty mobo or as Keefe says...check the bios.
