usb hub troubles

a pal has a prob. with a 4 port usb2 31/2" drive bay hub he has bought. it is a type which plugs into another usb port at rear of pc effectively giving 3 more ports. he has 2 usb1 ports built onto the mobo and 2 usb2 ports on a pci card.the pci card also has a port on the back (inside the case)all these ports appear to work correctly. the problem is, if he connects the drive bay hub to the pci card ports it is not recognised by device manager (unknown device). if he connects it to the built in mobo ports it works ok, but only at usb1 speed. other devices plugged into the pci card function ok. what could be the problem? btw, winXP home sp2.

The PCI card is recognised by windows as a HUB, you are plugging a HUB into a HUB and windows doesn't like it.
