USB failure and then no start up

All my USB hubs and connections failed. I tried to restore and reset devises and drivers but no joy. After logging off I cannot re-start my desktop and there is no input on the monitor.

How can I reset and restart when nothing is working?

I am on windows 2000 SP4

Are you sure that this is not a symptom of something worse, like a failed psu?

When you say you cannot restart, exactly what happens when you press the start button? Which lights flash? What beeps do you hear? Do you hear any fans start up?

I think my mother board is damaged. The hard disk is not turning as it appears there is no communication between mother board and hard disk.

On start up I have the green and orange lights and nothing else. In fact I had a constant beep, beep which was a first yesterday.
