usb drives not working

Hoping someone can help. All of the USB ports on my PC have stopped working. When I checked device manager I found yellow question marks next to all USB root hubs and the host controller. I therefore downloaded the necessary drivers from the motherboard manufacturers website and the yellow question marks disappeared. Problem cured I thought. However, the ports still wont recognise and devices I place into them. I re-installed windows xp home but the problem re-occurred. Not sure what to do next.

USB Permissions
Start - Run and type
regedit
Press OK.
Navigate to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\USB.
Right click on the folder and pick permissions. Set to ALLOW.
Do the same for:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\USBSTOR

Use Drive clean up to remove USB device drive info from the registry

Is there any indication that somethimg has been plugged in?

Will an MP3 player charge off the SB sockets?
