Hi,
have these USB ports been working before?
GO TO START-CONTROL PANEL-SYSTEM-HARDWARE-DEVICE MANAGER -are there any yellow or red symbols by the USB controller?
Is USB support turned on in the bios?
You could uninstall usb controller in device manager, then restart windows and wait for windows to refind usb controller(last resort)

this issue is usually a power to USB problem...

try this first...

leave device in...

1. right click my computer
2. go to hardware tab
3. click device manager
4. find Universal Serial Bus Controller (USB) and expand it,
If in the list you can see the USB device not recognized.
Just right click on that specific device, click uninstall and click OK,
If it prompted that you are going to restart just click no..
after doing all of this just remove your device and put it again...

If it has always been like this you may need a powered hub...
