usb device installing problem - code 28

I have recently purchased a hp printer model number psc 1210 and it will not install. In device manager it shows up in yellow with a question mark and on clicking properties under status it shows up as code 28 (driver problem). I have contact hp and they sent me another disc but the fault reoccured. I have also tested a mouse on the usb which also showed the same problem. I have updated the xp operating system with sp1 but this did not cure the problem. I have changed the usb cable for another short cable again failure. The two usb ports to the rear on the computer both show up on the device manager as not having a problem as do their usb universal host controller via rev 5. The usb driver is a microsoft driver dated 01/07/2001. I have tried both ports and also uninstalling the device and reinstalling the device in device manager. My system is an Athlon 2000xp system with 256mb ram, 60gb harddrive and a Jetway motherboard v266b.

I would be very grateful if anyone can advise me of what I can do short of putting in the xp recovery disc and starting it all over again.
