USB Card - Fails To Start

I have just installed a new PCI USB 4 port card. I installed drivers OK but yellow exclamation mark is against VIA USB 2.0 Enhanced Host Controller. Error code 10 is displayed, but it will also not let me manually asign any resources. Any help would be much appreciated.

This device cannot start. (Code 10)

Device failed to start. Click Update Driver to update the drivers for this device.

On the General Properties tab of the device, click Troubleshoot to start the troubleshooting wizard.

USB Probably not enabled in BIOS for a better USB troubleshooter click here

Try updating the via 4 in 1 chipset drivers and USB drivers.
