USB Broadband connected but can;t get a web page!

My dad has an old laptop but got a Talk Talk broadband router connected by a USB cable as this is his only option. In the network connections there is an icon set up saying Broadband is connected and the transfer rate appears to be fine. Having said that it is not able to display a web page saying unable to locate server, and (if relevant), there are no TV connection icons or anything for that matter in the bottom right corner. Have looked at WAN settings on router but nothing appears to be obvious to me.
Any ideas would be appreciated thanks.

have you installed drivers for the usb connection?

There was a problem he tells me with the drivers on the first time he tried to install it, but through device manager and using the CD it says the drivers are up to date or best available. I am not sure this is true.

Are the LAN drivers installed and, if necessary, LAN enabled in the Bios?

Not sure how to check these or what to do if they are not installed! (sorry)
