usb added to laptop

I've just bought a second hand HP Omnibook Laptop - I wanted to add USB2 port to it and bought a Belkin HiSpeed USB 2.o Notebook Card and fitted it to the PCM slot. The installation was on a CD and there is no CD ROM on the laptop so I copied over the contents of the CD to the laptop hard drive and tried to install from there - no luck whatsoever although the installation programme runs perfectly at the finish there is no USB port showing on the system and anything plugged into the port (printer etc) does not show up. I am running Windows 98 SE with 64 MB RAM on the laptop and 1GB Hard Disk. Has anyone managed to add a USB outlet to a laptop without a CD ROM?
