I have built a PC for a friend, it is happly running XP Pro with SP2. Intermittently an error is comming up, as follows... The error which pops up every other attempt is:
POWER SURGE ON HUB PORT
A USB device has exceeded the power limits of its hub port.
For assistance in solving this problem, click this message.

This leads to a window that shows an unknown USB device which can be highlighted and then reset or a close option. The note says if you click close the port will cease to operate. I've tried both options several times. There is nothing plugged into any! USB ports.

Refresh USB Ports
In device manager Uninstall EVERYTHING under the heading USB,
reboot the PC let XP find and install new hardware.

See if the error occurs again

Have you connected Front USB connections on the motherboard to anything? If so, you may find you have mis-wired. Disconnect and see if this cures the problem.

Nothing connected to any USB ports anywhere!

No - its not something connected to a USB port - its a use port connected to the Front USB connections on the motherboard that can be causeong the problem. This is a set of nine prongs onto which you slot individual wires from your USB connection. If this is miswired, the report you are receiving can occur.

There are no front USB connections on the motherboard!
Nothing connected to any USB ports anywhere! Front, Back, Top, Bottom, inside or outside!
