upgrading from win 98 1st edition to win 98 se

A friend of mine wishes to upgrade her pc from win98 to win 98se(I was originally told it was win95 earlier posting)he needs win98se to connect to internet via telewest cable and they state that is the minimum spec. I have a win98 se disk but it will not allow me install it a dialogue box comes up"you must use a win98 upgrade disk" where can I get one of these?. I am reluctant to reformat hard drive because, because he does not appear to have graphics card drivers(intel 740 win9x pc3.ow 3.1 2029-980829) or sound card drivers(creative soundblaster audio pci 64v)can anybody help please.

I want to upgrade from Win 98 to the SE version because I need USB v2.00 instead of v1.00. I need the SE version to run a Belkin USB 2.00 card with ports, to enable the use of a 512 Mb Flashcard for data swapping with my newer Win XP PC. I now have a new SE CD with manual etc puchased off e-Bay but do not want to lose all the programs & data I already have running on Win 98. Will the scheme outlined for "Upgrading" read my programs and data as per the Win 98 now installed??????
