Unwanted screen

Friends have bought a new computer (first one they have had) and whilst looking through the Internet connection set up they finished up with an "internet" page that they cannot remove. It is to do with the EULA and does not have a red cross on it to cancel it. The only way they can carry on is to click and hold whilst the cursor is on the top blue banner and pull it out of the way! System restore does not get rid of it and it loads every time they boot up. Any ideas where to go to find the offending thing in order to wipe it off?

Scroll down to the bottom and click 'Agree'.

Sounds like they have started a Account setup.

is there an option to accept / not accept? tick not accept and then next this should cancell the acount setup.

This is the trouble, it is just a page. No scrolling and no Accept/Don't Accept button. Will go and have a look at the screen myself (this is all on the phone at the moment).
