Unusual Screen Tearing Issues on all applications

Hi guys.

First post. Hope you guys can help.

I'm experiencing screen tearing on anything I run/watch. The tears aren't just in lines however, when running some screen tearing test vids I've noticed there's 3 or 4 rectangular areas (about 1/8ths total resolution each) that are constantly tearing. I've enabled and disabled vsync within applications, within nvidia drivers, and also turned on global adaptive vsync. Same issue. This happens on both of my monitors, though the tearing is in different places on the secondary. They’re both connected to my rig via DVI.
