whilst trying to access various web sites i get a red circle with a red line through it appear in the middle of the screen - blocking access to the particular web page

any thoughts much appreciated

Sounds like you have security in internet explorer set to high set to default.
Right click explorer icon and click security.

ive checked my security settings, and they are set to medium - im reluctant to go any lower than this? the symbol im getting is different to the restricted sites symbol on the internet exploer properties - this one is a outline of a red circle with a red bar running diagonaly through it - and comes up various times when moving the mouse around web pages.....any thoughts??

Try running Adaware or some other ad blocking software. It sounds like it may be a marketing ploy which is tempting you to press the red circle.
