Uninstall Windows XP Pro and Format Hard Drive???

I am trying to uninstall windows XP pro from my hard drive but don't know how to!
I have been having system errors on my computer so I decided to repair windows XP pro with my XP CD-Rom on boot up but that did not work so I reinstalled XP which would delete the files before fresh install. After boot up, I noticed the existing files were still on my computer. so now I want to format my hard drive (both C:\ and D:\) altogether for a clean install. Can anyone help and please explain in plain english?
My CD-Rom is a full install and not upgrade.
