Uninstall Files?

I have a large number of files in my Windows Folder named as '$NtUninstallQxxxxxx$' - where x=digit.
These are seriously filling my C: drive and I wondered if they were leftovers from Windows Update Downloads or something similar.
None of them are dated recently and I would like to know is it safe to delete them? (Or at least move them to another drive until I am sure).

They allow an uninstall of Windows Updates and you can delete them.

But deleting them prevents an uninstall of a WU.
